Formula Help - Finding the Next Blank Cell and choosing that row instead

I have a dilemma.

I made the following formula:

=IF(AND(Table2[[#This Row],[SSN]]=F2,U2<>"",(U2<<TABLE2[[#THIS Visit]]="" 1st of Row],[Date ,?No?,IF(AND(Table2[[#This A?,IF(Table2[[#This ),?N Row],[Monitor]]="No" ,Table2[[#This A?,IF(OR(Table2[[#This Date]]+7)),?N Row],[Discharge>(Table2[[#This Row],[Discharge Date]]),Table2[[#This Row],[Date of 1st Visit]]<(Table2[[#This Row],[Discharge Date]]+7.1)),"Yes","No"))))

The problem that occured was that if cell U* is blank, I need it to go to the next Non-Blank cell above it and return that data into the formula only if the cells in Column F (SSN) match.

Is this possible?

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
This doesn't seem to work, what am I doing wrong?

I need it if SSN's match and U is Not-blank and if U < (The Previous Non-Blank Cell+7) then "N/A"
