Formula Help please

I have a spreadsheet where Column F is formatted for time.I need a formula or code that I could implement that would not allow an entry in Cells H1:H25 unless there is a time of 1 minute or more in the corresponding cell of column F.Any suggestions?

You can do this with data validation.

Select the range H1:H25
Goto Data>Validation
Allow: Custom
Formula: =AND(COUNT(F1),F1>=TIME(0,1,0))
Uncheck Ignore blank
OK out
