To make a formula in cell C1, that will take cell B1 and see if it is:
1) <=0, if it is, it should equal cell A1

or

2) if cell B1 is >=.01, then it would equal B1-A1

Hope that makes sense

Assuming that by >=.01 you mean >0 (i.e. 0.00001 would also fall in that category)

=IF(B1<=0,A1,B1-A1)
