Formula Request

Hi!
I have below a small portion of a file. I have sorted my file by 'PART_NUMBER'. But now I want to see if there is a formula to tell me if the part number in red has a different rate than the part number in black.
I am trying to see which ones are equal to, less than or more than the white rows.
I have about 12000 lines on this excel file and I'd like to find out which rates changed in price or stayed the same - by doing a formula rather than going down line by line.

Yes, so some of the part numbers are duplicated, but have a different rate (all the way to the right of the page). I want to see which ones are the same and which rates changed.
I was trying to attach the whole document, but I don't think i can here.
