Formula to find text in a chart based on the contents of another cell

I have tried several formulas and I think what is needed it above me knowledge level. I am looking for a formula that identifies an ID # in one column, locates the same ID in a chart and returns with the user name that is associated with that ID #

The data in A:A, B:B, and C:C would change constantly, Data in G:G and H:H would only change when additional IDs and Users are added to the list.

Any help or direction would be much appreciated!

I will be posting a picture of the sheet I am working on.
