Formula to flatten when dependant cell becomes <>""

Is it possible for a formula to be flattened if another cell becomes <>""?

Example:
A1 contains =SUM(C1) and so A1 displays result in C1 which is an exchange rate value which is always changing.

B1 is empty, but when B1 has a date entered, I would like the value in A1 to become fixed.

Is this possible? Thanks
