Formulas don't extend when adding rows in a protected sheet?

I have a sheet that's protected and the user is allowed to add rows. There are formulas in some of the columns and for some reason they don't extend to newly added rows. Everything works normally when the sheet is unprotected. Is there anything I can do to get formulas to auto extend when the user adds a row (just like they'd do in a non protected sheet)?
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
Not if the sheet is protected.
