Freeze top row

No matter where I click, the freeze pane is always in row 1.
I tried clicking on the row below it, but it still freezes at row 1.
How can I solve this problem?

Add the AutoFilter icon to the Quick Access Toolbar. Select a cell containing Apple, click AutoFilter, and you will get all rows with Apple
Can you not unfreeze, select some cell below row 2, such as in row 3 or row 25, and freeze from there? Surely that would not freeze only row 1, unless your concern is that row 1 is among the collection of rows above the freeze line. If you don't want that, try window split instead.

When you say "even if I click on row 25", did you unfreeze first, click somewhere on row 25, and freeze again? If so, maybe you are looking at row 1 formatted with a thin black border between it and row 2. Just hard to visualize what you are seeing. Maybe also you have hidden rows, so make sure all rows are unhidden, *and* the sheet is not being filtered.

Yes, I unfroze, then clicked on row 25. There are no hidden cells.
Sorry, I wish I could post an image but there are no options for that in this forum.
