I have the following formula in an excel sheet named Summary_Sheet:

=GETPIVOTDATA("Claims",Pivots!$A$3,"Policy Effective Year",Summary_Sheet!$B$3)

In cell B3 of the summary_sheet I have the year 2005
The formula is returning #REF!
I tried changing the cell format where the 2005 is but that is not working. Any suggestions on why I am getting this error? I am stuck!

Oh, and is there actually any data for 2005?

Yes there is 2005 data. I found that if I went to the source data and did a text to columns on the policy year that it corrected the problem.
