Grouping rows by using data validation

Hi
Does anyone know if its possible to group rows using data validation? I'm trying to create a work flow where once curtain steps have been completed --> signed off with a data validation drop down and if 'y' is selected all of the completed, unrequired rows are hidden. is that possible?
I hope that makes sense?

I am pretty sure that would require VBA. The VBA would just watch that cell's value, and when it changes to "Y", it would automatically unhide your desired rows.
If you want help setting that up, please provide us with the details, i.e. what cell this data validation drop-down exists in, and what rows should be unhidden.
