I have this data in 5 columns: Column B is the Low Value, Column D is the High Value, cell E2 (12.5) is the Value I'm trying to Match, and column A has the answer.

I would like a Function that will tell me which set of data E1 (12.5) is Lower or Equal to (B20) and Higher or Equal to (D20) and return the Value of A20 (-14).

I want to find the HCP value in column A for a value input into E1 which falls between or is equal to 2 values in column B & D.

In my opinion you do not need to look at column D as the value is always greter than in coresponding B so try this:
=INDEX($A$3:$B$100,MATCH(E1,$B$3:$B$100,1),1)

This is what it ended up as:

I have a spreadsheet A1:GZ61 with Slope Ratings of 99 to 150.

=IF($B$2<99,INDEX(Slope99,MATCH($A$2,HCP99,1),1),IF($B$2>150,INDEX(Slope150,MATCH($A$2,HCP150,1),1),_
INDEX(INDIRECT("Slope"&$B$2),MATCH(A2,INDIRECT("HCP"&$B$2),1),1)))

Will find me a Handicap

I would like a Function that will tell me which set of data E1 (12.5) is Lower or Equal to (B20) and Higher or Equal to (D20) and return the Value of A20 (-14).

I want to find the HCP value in column A for a value input into E1 which falls between or is equal to 2 values in column B & D.

Thanks for any assistance.
