Has the OpenURL function been replaced?

I'm trying some VBA code to open a selected .pdf template from a location defined within a worksheet. I thought OpenURL would give me the option to define the value from that specific cell and use .Show_Maximised to open it.

For me now though OpenURL doesn't appear to be recognised, nor does FollowHyperlink

Any ideas, am I missing some VBA library elements?

Waterfall charts in Excel?
Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
I think OpenURL may have been a personalised Function - I've managed to use ThisWorkbook.FollowHyperlink which has opened the file the user chooses to navigate to.
