Having a problem with spreadsheet

I am putting the finish touches on a spreadsheet but I have a problem, I want my spreadsheet to detect whether or not a number is small or large,if the number is over 100 then the header will read PLEASE INVESTIGATE, if the number is less than 100 then the header will read SMALL VARIANCE, now here is the curve ball, It is supposed to cross reference days, looking for reoccuring numbers. can someone look at this code and tell me what I am doing wrong. it will not tell me whether or not it is a SMALL VARIANCE, PLEASE INVESTIGATE, nor will it tell me if it was an OFFSET.
