Help with Excel number format - cell formatting

Looking for excel cell formatting as below. Decimal should be displayed only if present in source data. negative values to be displayed in number.
Amount to be in million comma format/style. Requesting members to help with cell formatting to derive below result.

What is =ROMAN(40) in Excel?
The Roman numeral for 40 is XL. Bill "MrExcel" Jelen's 40th book was called MrExcel XL.
Change the custom number format to "General;(General)". It won't change 3.23 to 3.26, but should do everything else you want:)

I am guessing that was probably a typo on their part!
