Help with Filter, copy and paste keeping formatting

I have tried the F5, go to special and use visible only. pasted and paste special, and I get the hidden rows of the filtered worksheet, no formatting that was on the original worksheet and I am stumped.

My header row with the filters is on row 11, with some instructions on what to do with the worksheet in rows 1-10.

Could this be the issue? That the first rows are not header/filtered rows?

If you have a different solution than the F5 technique please let me know.
