help with this function

=IF(ISBLANK(B3),"",CONCATENATE(TEXT(C3,"000"),E3,"+"))

it works but when it refers to b3, the cell is blank with the exeption of a formula in it but it shows the cell blank, put this returns "#value!" but i just want a blank cell. any help

A cell with a formula in it is not truly "blank". If you have a formula that returns the null character "", then that cell is still considered populated.

Try:

=IF(B3="","",CONCATENATE(TEXT(C3,"000"),E3,"+"))
