Help with Using Countif with two columns and multiple Criteria

Hey guys, Just joined this forum yesterday and its great. Thanks for the help so far.

Could someone please help me figure out how to use COUNTIF for counting the amount of times a repair was done to a certain part #, There are 2 spreadsheets-one has all the part numbers and the other has the frequency of that part number being fixed.

I cannot get a accurate formula using COUNTIF to calculate the amount of times the part number shows up on the other spreadsheet.

I do know that I need a COUNTIF formula utilizing wildcards for one of the criterias but im just not getting it. Could someone please help.

Figured it out, sometimes you just gotta slow down. Let me know if you need help with a similar problem.
