Help with worksheet function

Hi

Maybe this will help you understand better. I need a function to start the info currently in cell B9 to start in cell B13. Why this must happen is because it has an "O/B" reference in columnC and it is not allowed in the same coloured block.I am currently using a plain vlookup function which obviously dont work.
