Hide Rows/Cells based on value in another cell

If a value in a cell is greater than 62 in one cell, I want to stop input in a range of other cells. These other cells are dropdown list boxes. Basically, if the value is greater than 62 we want to stop the user from entering value to a range of cells, however, I need something to unblock cell entry because the values will be entered by another department when they process the worksheet. I was thinking a hidden button to click to open up the cells again.
