Highlight a field if it is over 10% +/- the prior month AND over $1,000 difference.

I'm trying to insert a conditional formatting rule to highlight a cell if it is over 10% +/- the prior month AND over $1,000 difference. I created helper columns, but the highlighting doesn't seem to match. Example of the data is below:

Assuming your range is from A2 onwards I used the following conditional formatting formula:
Excel Formula:
=AND(OR(B2<A2-(A2*0.1),B2>A2+(A2*0.1)),ABS(A2-B2)>1000)
This seemed to work for me when I tested it on the dummy data you provided
