How do I highlight a row if a cell in a column meets my requirements?

Conditional Formatting. The helpfile details it pretty well, but here's a start.

Highlight the range you want formatted, then Home-->Conditional Formatting (or keystroke ALT-O-D), then click New Rule. You'll have a ton of options to choose from at that point.

If you want to let us know what your requirements are you'll get a more specific answer.

If V2:V62,">8,999,999,999" then highlight the entire row.

Using Excel 2003

In the Formula Is dialog box you can enter-->=$V2>8999999999

Then format as desired.
