Highlighting a column based on time event

Hi All,
I have a requirement where i need to highlight all the changes done on the cell based on the time event.For example for a time interval 1 hrs 10:00 to 11 AM if i am adding a new row then the whole row need to be highlighted or id i am editing a column then those column need to be highlighted.Kindly help me in acheiving this via VBA

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
