How and when to use the text Callout or Baloon or Cloud

I have parsed the forum's usage instructions and cannot find how and when one should use callout's, or whatever they are called. (In Excel insert shapes they are called callouts, oval, square etc.)

I'm talking about the the cloud like thing with text in it like when a cartoon character talks to another, what he says is in that cloud.

I guess it is the text version instead of the code version of
