I have a column of dates that are just the year
A1 =1992
A2 = 1993
A3 =1999, etc)

I need to convert each of these cells to read
B1 = 12/31/1992
B2 = 12/31/1993,
B3 = 12/31/1999, etc)

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
Excel Workbook
AB
1199212/31/1992
2199312/31/1993
3199912/31/1999
...
Cell Formulas
RangeFormula
B1=DATE(A1,12,31)
B2=DATE(A2,12,31)
B3=DATE(A3,12,31)

Here's a couple more...

=--("12/31/"&A1)

=DATEVALUE("12/31/"&A1)

Format as Date
