how can I create a looped macro that will expand groupings when clicked once then contract them when clicked a second time, then repeat process?

Excel Facts

What is =ROMAN(40) in Excel?
The Roman numeral for 40 is XL. Bill "MrExcel" Jelen's 40th book was called MrExcel XL.
do you mean like Hide/Unhide Rows/columns?

Try

Rows("1:10").Hidden = Not Rows("1:10").Hidden = True

I mean when you use the grouping function and it has the brackets. Not so much hide and unhide.

just expand and close the brackets.
