How can I data validate/protect a cell depending on criteria?

I'd like to prevent a checkbox from being checked until certain criteria have been met. I've tried protecting the linked cell but that doesn't seem to do anything.

Here's what I'd like. The first check box on the top can't be checked unless every checkbox in the lower range has been checked. If a user tries, they'll receive a pop up saying "please make sure all criteria have been met".

I feel like I should be able to do something with the linked cell to make this happen but I can't seem to figure it out. Help would be greatly appreciated :)
 

Excel Facts

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
