How do I convert 2 digit numbers in a column to 4?

I have a serial number of 1211144003 and the bold is the last digit of the year. How do I pull out the bold number and convert that into 4 digits starting from 1994 or later?

I used MID to pull the two digits, but I'm not sure how to get the 4 digit

You would just sew on what you need, i.e.
Excel Formula:
="19" & MID(...)

However, the first two digits of the year could be 19 or 20, right?
So you need to determine the logic of when to use each one.
If it was something like "any year after 25, use 19" and "any year before 25, use 20", then you could do something like:
Excel Formula:
=IF(MID(...)+0>25,"19","20") & MID(...)
