How do I use modules/classes in other workbooks?

I have 2 excel files(projects). How do I allow them to see each others modules and class modules??? I think I can make it happen using Tools -> References but I want to make the link in VBA.

Another requirement is that the referencing needs to be file location agnostic. So I will have to use a programmatic way to link the projects (So I can check an ini file that knows the location of the file to be referenced). ?
