How insert nonincremental rows and copy data to

Looking for a formula I can use to copy text and insert a row where the ID in Column A changes. The inserted row would include the same text in column E and F, but column G needs to contain the ID of the corresponding group.

1. with formula you cann't Insert row, But with VBA & Macro Can.
2. You want Insert row Before Criteria row or After (at Column G)
3. which rows you want copy?
