how to copy a cell if blank

i have a title in column B and i have the child values in the subsequent rows but i want the title to appear next to each child in column B...is there any easy way to automate?

here's what it's like at the moment:
1st title
Child Value
Child Value
Child Value
Child Value
Child Value
Child Value
2nd title
Child Value
Child Value
Child Value
Child Value
Child Value
Child Value

here's how it should be:

1st title
1st title Child Value
1st title Child Value
1st title Child Value
1st title Child Value
1st title Child Value
1st title Child Value
2nd title
2nd title Child Value
2nd title Child Value
2nd title Child Value

2nd title Child Value

any quick way to do this?!

How would excel know the difference between a title and a child value? Is the child value in a different column? Do the titles occur every x-rows?

Hi there. The titles would contain text like project management, engineering, design etc. The child values are in the next column and, there is no consistent number of records and in fact the child records nay increase in number for any given title.
