How to develop spreadsheet template that allows for row expansion?

I have developed an Excel 2010 template (Budget & Reserve Analysis) for distribution to over 400 groups. The template allows for a fixed number of rows (5-20) in six different categories. However, I have received communication that the number of rows in the six categories is not sufficient for a few of the 400 groups. Is there a way to restructure the template so it can be adjusted for the number of rows needed in each of the six categories? Can this be done with VBA or through some other means?

Any assistance would be appreciated.

Have you tried using Tables?

Select a cell in your data then select: Insert-->Tables-->Table

By default, filters are added and the area is coloured. You can change this.

The advantages include formulas that will copy themselves down when you add another row.
Is that the kind of thing you are looking for?

The tables have names (e.g. Table 1 - you can change these) and that name can be linked to a PivotTable. The PivotTable range can be made to follow the current table size.
