How to Forecast/Predict with this data?

Hey everyone!

First post... Hoping someone has an idea...

I'm looking to forecast or create a model on how much a program would cost.

For example - I have a fuel program where customers can redeem coupons earned up to the price of fuel. Ie., They can earn $0.05 c/L off or they can earn up to $1.00 c/L off and anything in between.
I have information of markdowns and sales from 0.03 c/L up to 0.21 c/L - but if I wanted to forecast or predict how much it would cost to redeem more than that, how would I do so? (0.30 c/L, 0.45 c/L, etc)

Sorry - kind of a confusing situation for a project... Any input would be appreciated!
