How to increase date by the month from a certain <day

Hello, I am needing some assistance.

I am trying to get one cell to show an increase or decrease by the month, based off the day of the month being <, =, or > 15.
example-
A1 - shows 04/14/15
I would like B1 to reflect the number 3 for the month of March since the day is less than 15.

If the date was 04/16/15, I’d like B1 to reflect the number 5 since the day (16) is greater than 15.

Id really appreciate the help. Hopefully what I’m asking makes sense.

@FormR thank you. That is exactly what I was looking for. Can you tell me how I can combine all 3 formulas so that when the day is = or < than 15 it will drop a month? Below all work individually, but i cannot figure out home to combine the formulas.
=MONTH(EDATE(A16,0+(DAY(A16)>15)))
=MONTH(EDATE(A16,0-(DAY(A16)<15)))
=MONTH(EDATE(A16,0-(DAY(A16)=15)))
