MIN(BY38:BY63)
MIN(BY54:BY68)

Excel Facts

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Possibly

=IF(ABS(MIN(BY38:BY63)-MIN(BY54:BY68)/MIN(BY38:BY63))< 0.05,"Yes","No")

Try

=IF(ABS(MIN(BY38:BY63)-MIN(BY54:BY68))/ABS(MIN(BY38:BY63))< 0.05,"Yes","No")

That should give No.
