IF/AND functions with a maximum return value

I am trying to limit the results of multiple IF functions and I almost got it to work with this formula:

=IF(AND(L2="Long-Term Disability - Reliance (Employee)",B2/12>=16667.67),16667.67,IF(AND(L2="Long-Term Disability - Reliance Buy Up (Employee)",B2/12>=25000),25000,IF(OR(L2<>"Long-Term Disability - Reliance (Employee)",L2<>"Long-Term Disability - Reliance Buy Up (Employee)"),P2,B2/12)))

But it isn't working for everyone and I can't understand why. Two people with the exact same scenario are pulling in different results.

Please help!

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
I uploaded the wrong image in the post.
