IF cell gets deleted with new entry

I have an allotment, we are handing out keys to other allotmentpeople for entry to the grounds.
I would like to make a sheet that automatically have the data in it ie the number of keys handed our.
I have made an IF formula that saves the number of keys handed out

in Column E i have =IF(F14=B3;E16;"") If the entrance in B3 (B is Column with all garden numbers 1-381 rows) = F14 (Single cell containing the garden number entered when the owner comes to get keys), then the value in F16 (manual entry of keys handed out is added in Column E). But when I enter a new value in F14 the number of keys from the previous entry(garden) dissapears.

Can someone please help me :)

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
Is it possible to post your excelsheet, if needed with fake data? I'm not sure I completely understand your setup.
