If Cell is divisible by decimal evenly change color

I'm in conditional formatting, i did the fill color but

ive tried all the =MOD(A1,1)=0 variations i can find but cant get my sheet to recognize "15.32" as the number to divide by.

i want to see balances of rate changes that still owe the difference of the new rate. I don't want to make individual rules for each rate variation ie 15.32, 30.64, etc

Your requirement is not clear to me. Can you provide a small set of sample dummy data (preferably with XL2BB) and explain again in relation to that sample data?

Maybe this (adjust the 9 to meet your needs):
Excel Formula: 
=MOD(ROUND(A1/15.32,9),1)=0
