IF/Countif/Or & Conditional Formatting

Hi all,

I'm having trouble translating the following logic into a formula for excel:
The planned logic would be placed into cell K2 as seen in the attached picture



Logic: If outisde control range (B4:B13) is "Shut-in" or if inside control range (E4:E13) is "Shut-in" or outisde limits range (D4:D13) is "Hydraulic Limit" or inside limits range (G4:G13) is "Hydraulic Limit" return a value of 0. Else if outside safety range (C4:C13) is "Not Met" or inside safety range (F4:F13) is "Not Met" return a value of 1, Else return a value of 3.

What I want is if one of the range values example W3 is Shut-in the cell in K2 would return a value of 0.

Any help is appreciated. Thanks!
