If Formula - Help!!

Hope someone can help with my first post!

I am trying to work out what the formula would be for this; I want the cell value to be 20 unless E9> 1 or F9 <4 then it should = 10

I have no idea! Please help. Thanks.

=if(or(e9>1,f9<4),10,20)
