IF formula?

Hello Everybody! My first post! I'm fairly new to Excel and I usually try and research the stuff first, but I'm having a hard time finding formula. Please help! Using Excel 97

I currently have a sheet that has =SUMPRODUCT((Questionnaires!$D$3:$D$23="Oct")*(Questionnaires!$F$3:$F$23="JUA"))

what can I add to above so that if cell adds up to 14, it leaves cell as 14, but sends difference to another cell?

In that original cell, lets say A1:

=MIN(SUMPRODUCT((Questionnaires!$D$3:$D$23="Oct")*(Questionnaires!$F$3:$F$23="JUA")), 14)


Then in the "other" cell:

=SUMPRODUCT((Questionnaires!$D$3:$D$23="Oct")*(Questionnaires!$F$3:$F$23="JUA")) - A1
