IF statement for blank / not blank cells

Need an IF statement in a time study excel 2003 file that does the following:

For Row 27 that does the following:

If row 16 has time in it, take row 16 - row 15 else If row 16 is blank, take row 20 - row 15

Next IF statement for Row 28

if row 16 is blank, then row 28 should be blank

Wanted to attach a screen shot, but do not see any attachment capability to this thread.

Excel Facts

Can you sort left to right?
To sort left-to-right, use the Sort dialog box. Click Options. Choose "Sort left to right"
In A27:

=IF(A16="",A20-A15,A16-A15)

In A28:

=IF(A16="","")

You don't give an alternative for the second one, but you would just add it in as per the first one.

You can copy these along the rows.

=IF(A16="","","What to do if FALSE")
