If statement help

Trying to write an if statement that will do the following.

if cell C12 = Yes
if cell E12 = 23
then G12 = 3

1 through 10 = 1
11 through 20 = 2
21 through 30 = 3
31 through 40 = 4
41 through 50 = 5
51 through 60 = 6
61 through 70 = 7

now if C12 = No
then G12 is "blank"

need help

Let's assume that table is in the range A2:B8.

Then:

=IF(AND(C12="yes",ISNUMBER(E12)),LOOKUP(E12,A2:B8),"")

I'm assuming that the max entry in cell E12 will be 70.
