IF text to number and calculation

I have this formula: =IF(E15="low","0.0", IF(E15="moderate","0.1", IF(E15="severe","0.2", IF(E15="", "0.0")))) in one cell to return numbers from the text in cell E15. The if statement is working and I am getting a number. However, I am trying to sum a column of numbers that includes the cell with the IF formula, but it is not recognizing the number derived from the IF statement and therefore does calculate properly. What can I do to fix.
Thank you in advance for any help and it is much appreciated!!

Remove the quotes from the numbers, otherwise they are text.
