Import cell from gdocs

Hi to all
I made excel file which I have uploaded on web so everyone interested could download it. I modify that file over and over again, so basically who downloaded it yesterday doesn't know there is new version available.
I made up idea to write notes to Google spreadsheet and import data to excel.
Data imported would be 1 cell where would be note "New version available" or "No new version".
Problem is when I try to import that 1 cell, excel import whole Google spreadsheet page.
Is there some way to import that one desired cell or maybe some new idea to notify about new versions?

Also, how to able clicking on link in cell if sheet is protected? I don't want to that cell be unprotected or use some macro/codes
