Import Electric Energy & Create Graph

I have a .csv from the Electric Company. I'm trying to graph the 24 Hour data, without manually setting up the data. What is the best day to do it? I want it to look like the uploaded screen shot. The data is suppose to be from Xl2BB.

Use Data, What-If Analysis, Goal Seek to find the correct input cell value to reach a desired result
If you highlight start_time and Value with all the data, Insert Chart, pick a 2d column chart and then format the axis so the data is readable.

That worked, thanks. I ended up selecting it under "More Column Charts". I ended up like your right one. How would I show that with only the time part. Then I could put the Month & day where value is? I know I can do it by using the replace command. Just wondering if there was an easier way?

I believe that the easiest way would be to add a column to just show the time then use that as your reference. The problem is that you original data is showing as text so formatting it wont work.
