INDEX excluding dublicates

I have 2 columns: one with numbers another with values. I'm using INDEX formula to extract values corresponding to numbers. But some numbers are repeated more then once. Therefore, it takes value which is not correct. Any ideas how to solve it?

basically, i have the following column:
Code:
order  nr  value
  1      4    A
  2     10   B
  3     10   C

i wish to use INDEX formula which will extract me C for the 3rd option.
