INDIRECT Linked Dropdown

I have Data Validation (List - =INDIRECT($H$1) ) so its linked to a Named Range,

However, when I click on the dropdown, it does not stop at the top.

I have seen OFFSET formulae that corrects the issue, but cannot work out how (if you can) link this to a INDIRECT formula.

Any help is appreciated :)
