Insert a row based on conditions and then repeat till last row

I am trying to insert a row based on 4 conditions. If it = "Location:", "# Colors:", "Ink Colors:", "Art Dimensions:", "Art Creation Notes:" within column E then insert a row above the 1st condition met an put enter "Designs Creation:". Only insert the row once for those 4 conditions and then I would like to continue to the next row under the last condition met and repeat the process till the last row. My data will looks like this: Based on this info, I would insert a row with "Design Creation:" before the "first" location and the "second" location. It would not insert a row before "Art Creation Notes:" because it follows the "first" location. Only 1 insertion based on the 4 conditions but loops to the next set of conditions. How do I accomplish this?
