Insert Rows When Locked

I do not think I was too good explaining my problem, so hoping I am more clear.

The sheet my staff use grows over time with more information, so we all click and insert rows as required.
The rows are usually entered at the end, but quite often between existing information.

What I am finding on this report is that the staff are increasing the column widths to fit the extra letter into a description column.
Using wrap function makes the document unsightly, so all I am after is preventing column widths being changed, but allowing the functions of insert row and hide row.

I have scoured Google, but it only advises protect sheet which works except we are unable to hide or insert.

I appreciate any assistance in saving me formatting documents issued to have a standard in the company.
