Interdependency between Workbook_Open and conditional formatting

I have a workbook with two sheets: one that contains conditional formats and the other that doesn't.

If I save the workbook with the former active, close it, and re-open it, Workbook_Open is not executed. If I save the workbook with the latter active, close it, and re-open it, Workbook_Open is executed.

What's going on here? How do I get Workbook_Open to fire in the former case?

I have Excel 2007.

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
I don't see why or how CF can affect a Workbook Open event. Are you sure there is no other code in that worksheet's module which conflicts somehow with your open event.
